Dover port is the UK's busiest roll-on/roll-off (RoRo) freight port, handling approximately 17% of the country's total trade in goods. Located in Kent, just 21 miles from the French coast at Calais, it is the primary route for road freight between the UK and continental Europe.

How Customs Works at Dover

Unlike deep-sea ports (such as Felixstowe or Southampton), Dover operates primarily as a RoRo port. Trucks drive on and off ferries, making speed critical. The entire port process must be fast.

Pre-Arrival Declaration

For imports arriving by road at Dover, customs declarations must be pre-lodged — submitted to HMRC's CDS system before the goods arrive at port. This is different from inventory-linked ports where the declaration can be submitted on arrival.

Pre-lodging ensures that HMRC can process the declaration in advance and grant permission to proceed (P2P) before the truck even docks.

GVMS — Goods Vehicle Movement Service

At Dover, all road freight movements are managed through the Goods Vehicle Movement Service (GVMS). Before a haulier arrives at the port, they must have a Goods Movement Reference (GMR).

The GMR links the customs declaration (or declarations) to the vehicle movement. Hauliers without a valid GMR will be turned away at the port.

Arrival at the Port

Import Control System (ICS2) — Safety & Security

For goods entering the UK from outside GB, a pre-arrival safety and security declaration (Entry Summary Declaration / ENS) is also required. This is part of the Import Control System (ICS2) and applies to shipments from the EU and beyond.

  2. Ensure the haulier has the GMR — without it, they cannot board the ferry
  3. Have all documents ready — invoice, packing list, commodity codes, EORI
